About

An independent measurement framework.

LegislativeIndex.com is an independent, nonpartisan educational and analytical resource focused on legislative measurement frameworks.

What this site is

LegislativeIndex.com publishes definitions, methodology, and a live dashboard for measuring legislative activity. It exists to make legislative output more comparable across jurisdictions and across time by establishing consistent terms and component definitions.

The site is editorial and analytical. The dashboard surfaces a small number of derived metrics from public sources; it is not a primary source for any specific bill or vote.

What this site is not

LegislativeIndex.com is not a government body, is not affiliated with any legislature, and is not a political organization. It does not endorse legislators, parties, bills, or policy outcomes. It does not rank legislatures by quality or productivity.

Where any figure is illustrative rather than sourced, it is clearly labeled.

Editorial principles

  • Definitional clarity. Every measurement component has a stated definition. Numbers without definitions are not comparable.
  • Source discipline. Real data is attributed to its source. Where illustrative figures appear, they are labeled as such.
  • Neutrality. The framework describes activity. It does not evaluate the substance of what legislatures pass.
  • Stability. Definitions change rarely and changes are noted, so historical comparison remains possible.

Project family

LegislativeIndex.com is part of Clay Indices, a small independent group of measurement-framework projects. Sister sites apply the same definitional discipline to other domains.

Partnerships and licensing. Researchers, publishers, and organizations interested in collaborating on framework development, dataset integration, or licensing the framework for internal use are welcome to get in touch.
