How to read this view

  • Bills introduced is a count of every bill the API returns for the current Congress, regardless of chamber, sponsor, or status. New bills enter this count as soon as they are filed.
  • Bills enacted counts bills whose latest action contains "became public law" or "became private law" — i.e., bills the President has signed (or that became law without signature). This is a strict subset of bills that "passed"; many passed bills do not become law.
  • Active last 7 days counts bills whose most recent action occurred within the last seven days. A freshness gauge — useful for sensing legislative momentum, not a measure of importance.
  • Enactment rate divides bills enacted by bills introduced. The denominator grows steadily through a Congress; the numerator grows in bursts at the end. The rate trends low for most of a Congress and accelerates in the final months.
